Inquiry announces details of first Phase Two seminars for the New Year

The Bristol Royal Infirmary Inquiry has today announced details of the next Phase of its work due to commence in the New Year.

Phase Two will look towards the future, examining broader issues affecting the National Health Service (NHS). It addresses that element of the Inquiry’s terms of reference to: "make recommendations which could help to secure high quality care across the NHS."

The seminar topics (listed below) are informed partly by lessons emerging from Phase One. They also take account of the latest research and thinking concerning the factors which determine the level of performance of organisations, both within the public sector and beyond.

Details for the first three seminars have been confirmed as follows:

* Acute Healthcare Services for Children.

(Wednesday 12 January 2000 – Bristol Royal Infirmary Inquiry, 2-10 Temple Way, Bristol).

* Determinants of Performance: The factors which determine the level of performance of organisations including the public sector generally and healthcare in particular.

(Wednesday 26 January 2000 – The National Liberal Club, Whitehall Place, London).

* Culture: professional and managerial cultures and their impact on the quality of service.

(Wednesday 16 February 2000 – The Institution of Civil Engineers, 1 Great George Street, London).

Later seminars are planned and will be announced in due course.

Individuals will be invited by the Inquiry to participate in specific seminars. All seminars are fully open to the public and media representatives who wish to follow the proceedings. Members of the public who would like to attend the seminars are asked to write to the Inquiry Offices in Bristol at 2-10 Temple Way, Bristol, BS2 0BY or e-mail: inquiry@doh.gov.uk (quoting ‘Phase Two’) to reserve places. A summary report of each seminar discussion will be published together with supporting papers.

Today the Inquiry has also made public over 40 responses from individuals and representatives of local and national organisations, who have sent written comments on the Inquiry’s Phase Two Consultation Paper, published earlier this year.

Phase One is looking back at how the services in Bristol were organised and managed from 1984 to 1995 taking a broad view by setting the local scene in the national context of the time. The Inquiry is also focussing closely on the local service, with a detailed look at the paediatric cardiac surgical team. In this way, the Inquiry seeks to fulfil its terms of reference to reach conclusions about: "the adequacy of the services provided, the action taken to deal with concerns and any failure to take appropriate action."

Phase Two will be completed by April 1 2000, with the Inquiry Report expected in the autumn of the same year.

Inquiry announces winter schedule

The Bristol Royal Infirmary Inquiry has today announced a prospective timetable of witnesses through to 16th December 1999. These are witnesses either with clinical commitments or who will be attending the Inquiry for several days and it was therefore necessary to timetable their evidence in advance in this way. This schedule may be subject to amendment and further witnesses, including parents, may be included as required by the Inquiry process. Any amendments will be publicised by the Inquiry team.

Inquiry publishes information regarding referrals to Bristol

The Bristol Royal Infirmary Inquiry today published information relating to referrals to the BRI from the South West and South Wales.

Earlier this year the Inquiry invited written comments from Clinicians regarding their referral practice between 1984 –1995 for babies and children with complex congenital heart defects.

The Clinicians were asked to address Inquiry Issue D – Referrals:

To establish the information upon which decisions to send children to the BRI were based, whether by parents or by referring clinicians.

Comments from the Clinicians focussed upon the following specific issues:

  • The judgement or impression formed by referring paediatricians or other clinicians of the paediatric cardiac surgical services provided by the BRI;
  • the sources of information available to such referring clinicians upon the standards of treatment and care attained at the BRI;
  • the factors influencing clinicians, in deciding to refer children to the BRI rather than to other centres performing paediatric cardiac surgery;
  • whether there is evidence to suggest that clinicians based outside the BRI but within its "catchment area" were deciding to refer children to centres other than the BRI; and if so, why;
  • the information (if any) given to parents or guardians at the time of referral to the BRI, upon the services and care to be expected at the BRI and/or at other centres; and the information (if any) given concerning the possibility of referral to other centres.

The responses received will be read by the Inquiry Panel and will serve to inform the conclusions and recommendations to be published in the Inquiry’s report next year.

Inquiry to hear from Anaesthetists

The Bristol Royal Infirmary Inquiry oral hearings this week will focus on the Directorate of Anaesthesia within the Bristol Royal Infirmary. The witnesses will give evidence regarding the management and organisation of the directorate and also comment on any concerns that were raised regarding the paediatric cardiac services in Bristol.
