The role of the Welsh Medical Committee

23 There was at the relevant time a Welsh Medical Committee which:

`... is a statutory Advisory Committee to the Secretary of State for Wales. It has a formal function enshrined in the NHS legislation for advice on medical matters to the Secretary of State. ... It has been in existence for many years and is the central focus for medical advice to the Department and the Secretary of State [for Wales].' [29]
