The district health authority
16 The district was established by the NHS (Determination of Districts) Order 1981. [14] The districts were largely constituted out of the old AHAs, and took over most of their staff. In Bristol, the constitution of the district was varied in 1991 by SI 1991/2039, which created the B&DHA.
17 The Secretary of State allocated funds to DHAs and could direct how these funds were to be applied. [15]
