The budget-setting process after 1991

55 Mr Nix stated that all the executive directors of the Trust Board were fully involved in discussions with the various directorates and the purchasers. [81] At the end of the process, the Trust Board approved all budgets. Mr Nix stated in his written evidence to the Inquiry that there was extensive opportunity for individual directorates and clinicians to influence the outcome of this budget-setting process. [82] The UBHT, he went on, encouraged clinical directors and other clinicians to be fully involved in the discussions with purchasers and in the preparation of papers. There were regular reports to the senior managers, the hospital medical committee, and meetings of the clinical directors, as well as to the Trust Board. [83]
