By doing so we do not intend to offer a history of the NHS over that period. Rather we highlight certain changes which provide the necessary background to an understanding of the events in Bristol. A short historical account of the main changes to the organisation of the NHS between 1948 and 1995 is given in Annex A Chapter 2 - A Historical Background to the NHS and there are further papers in Annex B.
